Hello MN Wing Pilots,

As the calendar turns over to June today we start the busy summer season.
Lots of flying and activities both with CAP and elsewhere. Also, the start
of “*clean aircraft month*”. Ok I made that up, but we are going to try and
get all our airplanes washed between now and the 4th of July. This is one
of the expectations the Air Force has for us in exchange for them providing
the airplanes to us. So squeeze this into your calendars for this month.

After a little closer look at the newest revision to the CAP standard 71-4,
AFAM flight proficiency profiles I have one more clarification to share.
The change to the simulated engine failure section includes a limitation of
not having engine failure simulations below 1500’ AGL. This applies *only*
to after takeoff engine failures where you are going to turn around and
return to the departure airport. Here is the actual wording:

*NOTE: Simulated Forced Landings are a “Routine Item” that should be
practiced, and safety of flight is paramount when conducting these
maneuvers. However, at no time will the pilot intentionally practice any
form of simulated emergency reduced-power or idle-power return below 1500
feet AGL except as described below. To practice the “Impossible Turn”
scenario, execution should be in an area open to other maneuvers (stalls,
steep turns, etc.) and completed above 1500 feet AGL or a higher minimum if
specified in the aircraft Pilot Operating Handbook (POH) for maneuvers.
While the FAA Advisory Circular 61-83J
(https://www.faa.gov/documentLibrary/media/Advisory_Circular/AC_61-83J.pdf
<https://www.faa.gov/documentLibrary/media/Advisory_Circular/AC_61-83J.pdf>)
outlines the importance of practicing the “Impossible Turn” maneuver, CAP
pilots will only practice power-off returns from a point on downwind that
allows for the use of the entire length of available runway (the “Power-Off
180” maneuver) as described in the Airman Certification Standards (ACS*)

Upcoming events:

June 5 Operations Officers online meeting

June 6 St Croix squadron Flight clinic ground
briefing

June 8 Hutchinson Camp Craig SAR Eval

June 10 Brainerd Flight clinic ground
briefing

I appreciate all your help and support as I begin my new role as Director
of Operations.
