[Pilots] CAP Proficiency mission

Hello MN Wing pilots,

First off I would like to thank Col Suby for his trust and confidence in me
to take over the position of MN Wing Director of operations. I look forward
to working with everyone to continue the excellent operations performance
we have achieved over the last several years.

One of the first things I will address is the A12 proficiency mission. With
the recent changes and announcements there is quite a bit of confusion and
frustration in what is going on with this mission, so I would like to
clarify several things associated with this mission.

- The requirement to fly an orientation flight, A5 SAR training flight or
Ops Eval flight before being able to fly an A12 proficiency flight is now
removed.

- The recent changes to the CAP standard 71-4 for AFAM approved
proficiency profiles has two major emphasis items
                       * A12 proficiency mission profiles are meant for*
proficiency of qualifications that a pilot already holds*,* NOT* training
for new qualification (ie G1000, high performance, MP etc)
                                So when choosing a profile from the
standards, *make sure you have the qualifications listed in the profile* to
fly it.
                                Training should be completed with an A5
mission (for SAR type training) or A23 (glass cockpit training) or a
mission that has a T in the mision number  (ex 24-T-3349) and
                                of course there is always B and C
missions that can be used for self funded training.
                       * Engine out simulations should not continue below
1500 feet AGL, unless working in the vicinity of an airport where a landing
can be made.

- Make sure you are carefully reading all the requirements that need to be
completed from a chosen profile. Both ground  and airwork items. Pay close
attention to the allowable flight time for the profile you have chosen and
make sure you are staying within the guidelines. We have had too many A12
flights that are overflying the allowable time, some by a substantial
amount of time. We don't want to jeopardize our proficiency flying mission
by not following the policies set out.

- Record keeping. Like the saying goes "the jobs not complete until the
paperwork is done" Make sure that you are completing the brief and debrief
sections of WMIRS. For the A12 missions in the beginning pages of the
standard it details what needs to be included. One item is in the "Sortie
results/deliverables" box, a notation should be made to document what was
completed on the flight (ex. All items from profile 7 completed) or you can
print out the profile checklist, complete it and upload it to the mission.
In this case you would add "profile syllabus uploaded" in the "sortie
deliverable" box.

In the near future I hope to get a program in place to monitor the form
104's for completion. This has been an area that has been repeatedly
pointed out on our CI inspections as an item that needs improvement.
