<div dir="ltr"><font size="4">Hello MN Wing Pilots,</font><div><font size="4"><br></font></div><div><font size="4">I wanted to make sure you are aware of  a couple of recent changes made by NHQ. The short version is:</font></div><div><font size="4">1. AFAM proficiency profiles may only be flown by qualified TMP or MP to maintain proficiency (sorry VFR pilots)</font></div><div><font size="4">2. Engine out practice maneuvers will be completed no lower than 1500' AGL, unless working at an airport</font></div><div><font size="4"><br></font></div><div><font size="4">The expanded version is as follows:</font></div><div><br></div><div><blockquote type="cite"><div dir="ltr"><div><p class="MsoNormal"><span style="font-size:12pt;font-family:Arial,sans-serif">CAPS 71-4, <i>AFAM-approved Proficiency Flight Profiles</i>, has been updated (new standard is available at this link on our CAP website: <a href="https://www.gocivilairpatrol.com/media/cms/S_071004_71B0948A1DC2E.pdf" target="_blank">https://www.gocivilairpatrol.com/media/cms/S_071004_71B0948A1DC2E.pdf</a>) and a Critical Read File entry (attached) has been drafted to ensure widest dissemination. <u></u></span></p><p class="MsoNormal"><span style="font-size:12pt;font-family:Arial,sans-serif"><u></u> <u></u></span></p><p class="MsoNormal"><span style="font-size:12pt;font-family:Arial,sans-serif">CAPS 71-4 now specifies that A12 “proficiency” missions are only used for already qualified aircrew to practice and / or maintain currency in already qualified areas. In other words, A12 missions are not “training” missions, but for practicing and maintaining skills, not gaining new ones. Training and upgrading new skills are done under the A5 mission symbol. Please make sure that your aircrew understand the nuance and use the correct mission symbol for the work they are doing on the flight.<u></u><u></u></span></p><p class="MsoNormal"><span style="font-size:12pt;font-family:Arial,sans-serif"><u></u> <u></u></span></p><p class="MsoNormal"><span style="font-size:12pt;font-family:Arial,sans-serif">In addition, CAPS 71-4 provides more guidance and adds restrictions for pilots practicing loss of thrust or engine related emergency procedures at low altitude. This note (below) was added to the “Execution” section of the introduction, and has been highlighted on Profiles 1, 2, 3, 4, 5, 6, 7, 8, 9, and 18 under “routine Items” associated with “Simulated Forced Landing” practice.<u></u><u></u></span></p><p style="margin-right:6.35pt;margin-left:0in;margin-bottom:0.0001pt;text-align:justify;line-height:13.65px"><b>“NOTE: </b>Simulated Forced Landings are a “Routine Item” that should be practiced, and safety of flight is paramount when conducting these maneuvers. However, at no time will the pilot intentionally practice any form of simulated emergency reduced-power or idle-power return below 1500 feet AGL except as described below. To practice the “Impossible Turn” scenario, execution should be in an area open to other maneuvers (stalls, steep turns, etc.) and completed above 1500 feet AGL or a higher minimum if specified in the aircraft Pilot Operating Handbook (POH) for maneuvers. While the FAA Advisory Circular 61-83J (<a href="https://www.faa.gov/documentLibrary/media/Advisory_Circular/AC_61-83J.pdf" target="_blank"><span style="color:blue">https://www.faa.gov/documentLibrary/media/Advisory_Circular/AC_61-83J.pdf</span></a>) outlines the importance of practicing the “Impossible Turn” maneuver, CAP pilots will only practice power-off returns from a point on downwind that allows for the use of the entire length of available runway (the “Power-Off 180” maneuver) as described in the Airman Certification Standards (ACS).”<u></u><u></u></p><p style="margin-right:0in;margin-left:6.35pt;margin-bottom:0.0001pt;text-align:justify;line-height:13.65px"><br></p><p style="margin-right:0in;margin-left:6.35pt;margin-bottom:0.0001pt;text-align:justify;line-height:13.65px"><font size="4">Thank you for your continued hard work and dedication,</font></p><p style="margin-right:0in;margin-left:6.35pt;margin-bottom:0.0001pt;text-align:justify;line-height:13.65px"><font size="4">Let me know if you have any questions or comments on the new procedures</font></p><p style="margin-right:0in;margin-left:6.35pt;margin-bottom:0.0001pt;text-align:justify;line-height:13.65px"><font size="4">Continue to fly safely,</font></p><p style="margin-right:0in;margin-left:6.35pt;margin-bottom:0.0001pt;text-align:justify;line-height:13.65px"><br></p></div></div></blockquote><div>          <img src="cid:ii_luslxvwj3" alt="image.png" width="205" height="49" class="gmail-CToWUd" style="background-color: transparent; margin-right: 0px;"></div><div role="listitem" aria-expanded="true" style="padding-bottom:0px;max-width:100000px;clear:both;outline:none;font-family:"Google Sans",Roboto,RobotoDraft,Helvetica,Arial,sans-serif;font-size:medium"><div style="margin-bottom:0px;border-width:0px;border-top-style:solid;border-right-style:
