and whether or not they plan on instructing "Candidates" - non-US Citizen flight students.<o:p></o:p></span></p>

<p class="MsoNormal"><span style="font-size:12.0pt;color:black">His response is, yes, Independant CFI's must register in the Portal. His justification lies in 14 CFR 1552.9 which requires all FTPs to designate a "Security Coordinator", which must be designated
at the corporate level, and all Security Coordinators are required to register in the Portal.<o:p></o:p></span></p>
