[Pilots] end of fiscal year

The end of fiscal year 2021 will be 9/30/21.  Please see that all sorties
for 2021 are closed out before the end of that day.  The Last day to fly any
FUNDED missions will be 9/26.  A

After that there will be a few days of stand down for funded flying until
the 2022 year is opened up for use.
