[Pilots] funded flying for fiscal 2022 is ended

For those who did not know,  the fiscal year is ending in a few days.
Funded flights are done until after  oct 1 and the new missions are
activated.  This could take upto a week.   Maintenance flights and other sar
missions will still be authorized as needed
