[Pilots] CAP fuel recording in WMIRS

Hello MN wing pilots,

We have found a problem with the way we are entering fuel into WMIRS when
we do multiple sorties with only one fuel receipt. (i.e. several
orientation flights with only one fueling)
Currently we have been marking the "NHQ credit card" box when we do the
debrief. We should only use this box if we actually enter a fuel amount.

By using this method when no fuel is used, WMIRS assumes you are going to
come back and enter a fuel amount later, so in the meantime it
automatically subtracts one hours flying funds from the mission budget.

FROM NOW ON THE PROCEDURE FOR COMPLETING THE WMIRS DEBRIEF WHEN NO FUEL IS
USED WILL BE:

CHECK ONLY THE "NO FUEL" BOX AND UPDATE THE SORTIE, AND YOUR DONE!
Completing the rest of the debrief section remains the same.

WE STILL FILL OUT THE 10VEZ FORM THE SAME AS ALWAYS, LISTING ALL SORTIES
THAT THE FUEL IS FOR

This will help us have an accurate balance of how much funding we have
available in a mission
