Hello MN wing pilots,

Hard to believe the snow is finally gone! Soon the cadets will be finishing
school for the summer and ready to do some orientation flights.
A few items to pass on to you this month:
We have completed 29 orientation flights this quarter so far (since April
1), a reminder that to be a successful mission  these flights are supposed
to be 0.8 to 1.2 hours. There have been several that have been below the
0.8 hours.
We have 17 pilot proficiency flights completed so far this quarter, and we
are almost half way through, so if you haven't taken advantage of this
funded flight please try and get out there soon.
The pilots flight clinic is underway, your squadron stan/eval officer will
be completing the ground briefing after which all current TMP's and MP's
will be eligible for the funded flight for proficiency.
An item that came out of wing conference was a discussion on pilot badges.
We have a lot of new pilot members, and many members that have been here a
while and may be able to upgrade their pilot badges. Here is the
guidance from 70-1 and 35-6 for uniforms.

*CAP R70-1 - to be able to wear pilot wings a member must complete the
following items to be a qualified CAP pilot*

*4.1.2. CAP Pilot 4.1.2.1. To operate as a CAP Pilot in airplanes or
gliders the member must:*

*4.1.2.1.1. Be current and qualified in accordance with the requirements of
14 CFR for a private pilot or higher certificate; and*

*4.1.2.1.2. Complete the CAP Aircrew Professionalism course.*

*4.1.2.1.3. Have successfully passed a CAP Pilot Flight Evaluation in the
appropriate category of aircraft within the past 12 calendar months; and*

*4.1.2.1.4. Complete Level I of the senior member professional development
program if a senior member.*



*CAP R35-6*
*  1. Aeronautical Ratings and Requirements. Requirements for CAP-member
aeronautical ratings are:*
* a. CAP Solo Pilot Rating: Be qualified in accordance with (IAW) CAPR
70-1. *
* b. CAP Pilot Rating: Be qualified IAW CAPR 70-1. *
* c. CAP Senior Pilot Rating: *
*            (1) Meet CAP pilot rating requirements. *
*            (2) Have been an active CAP-rated pilot for at least 3 years
(this service need not be continuous).*
*            (3) Have a minimum of 1,000 hours pilot time logged in
accordance with Federal Aviation Regulations (FARs). *
*d. CAP Command Pilot Rating: *
*            (1) Meet CAP senior pilot requirements. *
*            (2) Have been an active CAP pilot or senior pilot for at least
5 years (this service need not be continuous). *
*            (3) Have a minimum of 2,000 hours pilot time logged IAW FARs. *
*e. CAP Glider Pilot Rating. *
*             Qualified CAP pilot IAW CAPR 70-1 and hold at least a Federal
Aviation Administration (FAA) glider private pilot certificate  *

I would like to recognize some of our wing's recent upgrades.

2d Lt Curtis Johnson - MN136 - new check pilot
Capt Glenn McGill - MN16 - new check pilot
Maj Al Alwin - MN130 - new check pilot examiner.

Congratulations and thank you for your help in keeping our pilots qualified.

Finally, I have attached "Capt Rays 13 commandments for safe flying". This
has been put together by our former Deputy wing commander LTC Ray Phillips.
In this he has put together his decades of experience of flying in the
private and airline industries and shared many insights that he applies and
relates to our CAP flying. Some excellent guides to follow in many
different situations.

The NHQ stan/eval newsletter for May has not come out yet, I will forward
that when it becomes available.
