Frank,
Thank you for the detailed insight into this rule and program. Based on your reasoning of a required security coordinator would it be acceptable if you served as the corporate security coordinator for MN Wing Civil Air Patrol thus alleviating the need for all CFI’s to register for this? CAP instructors are already under the CAP corporate umbrella for instruction. This would make CAP MN HQ the corporate level. With your role at the TSA this seems like an easy way to satisfy the requirement.

MN Wing Pilots,
This email is intended for CFI's, only, but I'm still working on a "CFI, only" mailing list.
You may have heard about TSA's requirement to register in their Flight Training Provider (FTP) Portal. There has been much back-and-forth about whether or not it's required by Independant Instructors, and whether or not they plan on instructing "Candidates" - non-US Citizen flight students.
As you may already know, my full time job is with TSA at MSP. I have a friend who is an Inspector and travels around checking compliance with Flight Schools in Minnesota. I posed this question to him.
His response is, yes, Independant CFI's must register in the Portal. His justification lies in 14 CFR 1552.9 which requires all FTPs to designate a "Security Coordinator", which must be designated at the corporate level, and all Security Coordinators are required to register in the Portal.
Of course this makes little sense, but:
As an Independant CFI, you must designate yourself as the Security Coordinator, and thus are required to register with TSA in the Portal. I have a follow-up question to him about this exact thing, especially as to it relates to the "designated at the corporate level". I won't hear back from him until I get back to work tomorrow and check my TSA email.
Conclusion: As Independant CFIs, we need to register ourselves in the TSA Portal. I might suggest you use an email not connected with CAP.

It's a pretty simple process, and, well, CYA, too. So far CAP NHQ hasn't gotten it this, but if they do, MN Wing will be way ahead of them.
