*MN Wing Aircraft Maintenance Officer Report*
*1. Brand new C182T is here, when can we fly it?*
Short answer - it'll be a little while. NHQ made some changes recently
regarding "break-in" procedures for brand new engines and overhauled
engines and cylinders. New regulation (CAPR 130-2) is below:
“12.1.1. All engines must be properly broken-in after both receipt of a new
aircraft and return of an aircraft from any maintenance for engine
rebuild/overhaul or cylinder replacement. Utilizing the procedures located
in CAPP 130-3 will ensure aircraft has reached proper engine stabilization.
“12.1.2. IAW CAPR 70-1, all pilots performing engine break-in flights will
be trained using the Engine Break-in course that describes the proper use
of the CAP/LGM provided checklists (also provided in CAPP 130-3) to capture
data necessary for CAP/LGM to determine when oil stabilization has
occurred. Data collected during the break-in flights should be submitted
using the link at the bottom of each checklist to CAP/LGM.”
These changes directly affect our new C182T and will take some time to
accomplish. Our two pilots who retrieved the new plane from the factory
completed the training before going down there, and will likely be the
pilots to fly the break-in time.
In addition to the break-in hours, we are waiting for a number of parts to
arrive for install. These will be installed as soon as possible after they
arrive: CO detector, complete placard kit, heatshield set of 6, engine
inlet plugs, and the engine heater. I'll give you an update next month on
where we're at with this work. Incidentally, this airplane will be flown as
CAP 2161.
*2. New requirements for N413CA and N445CA also:*
NHQ has been made aware of issues with exhaust valve guides. This applies
to our 2 newest C172S models. The actions required are spelled out below.
This required maintenance has been completed on N445CA. N413CA will be done
next at the 100 hour/annual.
Preventative Maintenance Action REQUIRED at next 50hr oil change! Acft
identified as 172 that needs exhaust valve guide measured and reamed.
Complete SI425A and ref SSP-1776-520. Exhaust valve guide valve must be
measured before reaming. Record values in AMRAD.
*3. Here's a number of issues I deal with that I wish I didn't (just
whining a little bit!*
A. All airplanes are to be washed twice per year. When I am notified about
the washing, I put that into AMRAD where NHQ and CAP-USAF monitor it. If
they're being done, I don't hear about them.
B. On the monthly operations reports I see the following - sump jar
missing, fuel stick missing, chocks missing, one headset missing, and tire
pressure gauge missing. CAP-USAF flies these airplanes and I'm sure they're
not impressed by missing equipment. I try to keep a few of each item in my
stash at Stanton, but since these are expensive, please try to take
inventory when you get a different airplane and report it to me then so I
can go back to the previous squadron to find out what happened.
C. DO Capt Bestul and I monitor the navigation database updates. This is
another one that I can enter updated information in AMRAD but I have to be
notified in order to do that. Every airplane right now should have a
database that expires on 10/2/25. I only know of 3 or 4 that are current.
Once again, if AMRAD data is out of date, NHQ and CAP-USAF can monitor
that, plus CAP-USAF flies these airplanes and they let me know when a
database is out of date.
D. When is the last time you did a "complete" post flight inspection?
Based on the number of discrepancies that are reported when the next flight
is about to take off indicates that these are not being done....by every
pilot.
E. OK, that's enough of my complaining. I'm just saying these are things
that are not difficult to do and they show respect or disrespect to the
fleet of airplanes that are given to us by the USAF to take care of.
